DISMISSAL FROM SERVICE OF THREE (3) OF THE POLICE PERSONNEL AND INTERDICTION OF THE ASSISTANT SUPERINTENDENT OF POLICE INVOLVED IN THE UNAUTHORIZED, ILLEGAL AND UNPROFESSIONAL MISCONDUCT

DISMISSAL FROM SERVICE OF THREE (3) OF THE POLICE PERSONNEL AND INTERDICTION OF THE ASSISTANT SUPERINTENDENT OF POLICE INVOLVED IN THE UNAUTHORIZED, ILLEGAL AND UNPROFESSIONAL MISCONDUCT IN THE SEARCH OF ELDER STATESMAN, CHIEF EDWIN CLARK’S RESIDENCE IN ASOKORO, ABUJA ON THE 4th OF SEPTEMBER, 2018.  


The Inspector General of Police has approved the dismissal from the service of the Nigeria Police Force, three (3) Inspectors namely: (i) AP/No. 18858 Inspr Godwin Musa (ii)  AP/No. 225812 Inspr Sada Abubakar and (iii)     AP/No. 225828 Inspr Yabo Paul, and the immediate interdiction of AP. No 158460 ASP David Dominic who were involved in the unauthorized, illegal and unprofessional misconduct in the search of the residence of Elder Statesman, Chief Edwin Clark in Asokoro, Abuja on 4th September, 2018.



Ap. No. 158460 ASP David Dominic was queried and being investigated for Discreditable Conduct, Negligence of Duty and an Act unbecoming of a Police officer which constitute Serious Misconduct and if not checked can be inimical to the image of the Nigeria Police Force and violation of fundamental human rights of the Elder Statesman as provided for in the 1999 Nigeria Constitution as amended. The gravity of the offences against the officer is serious in nature and dismissal from service is imminent.


Consequently, the Inspector General of Police approved that AP. No 158460 ASP David Dominic, be on interdiction from Service pending the determination of his case by the Police Service Commission.    


The IGP also approved and upheld the dismissal from service of (i) AP/No. 18858 Inspr Godwin Musa (ii)  AP/No. 225812 Inspr Sada Abubakar and                     (iii) AP/No. 225828 Inspr Yabo Paul, after the trio were tried under Oath in Orderly Room Trial for Discreditable Conduct, Illegal duty, Disobedience to Lawful Order and other misconduct contrary to the Rule of Law.


The suspect (Informant) Ismail Yakubu from Waru Village, Apo District, Abuja, has been charged to Upper Area Court Mpape, Abuja for giving false information and telling falsehood that misled Police action. 



 

DISBANDMENT OF THE IGP SPECIAL TACTICAL SQUAD (IGP-STS)

The Inspector General of Police, IGP Ibrahim K. Idris, NPM, mni has ordered the immediate disbandment of the IGP Special Tactical Squad (IGP-STS) and the redeployment of all the personnel of the squad to other departments/formations of the Force.





Senior Officers attached to the erstwhile Special Tactical Squad (STS) who were linked with complicity or played conspiracy role(s) in the unauthorized, illegal and unprofessional misconduct in the search of Elder Statesman, Chief Edwin Clark’s residence in Asokoro, Abuja on the 4th of September, 2018 are now undergoing strict disciplinary procedures.

The tactical operations and statutory core Police duties that the dissolved Special Tactical Squad (STS) were charged with are now collapsed and will be carried out by other operational, investigative and response units of the Force.

This dissolution of the Special Tactical Squad (STS) is with immediate effect.

RE- ARREST AND ONGOING PROSECUTION OF ONE SAMUEL OGUNDIPE OF PREMIUM TIMES ONLINE PUBLICATION

FOR OFFENCES OF THEFT AND UNLAWFUL POSSESSION OF CLASSIFIED AND RESTRICTED DOCUMENTS, AND OTHER SUNDRY OFFENCES IN VIOLATION OF THE OFFICIAL SECRETS AND CYBER CRIME ACTS AND PENAL CODE LAW



The Nigeria Police Force’s attention was drawn to the innuendos and misinformation in the media about the arrest and ongoing prosecution of one Samuel Ogundipe of Premium Times online publication by Police Investigation Unit.

The Force is categorically stating that One Samuel Ogundipe is being investigated and prosecuted for the offences of “theft and unlawful possession of restricted and classified documents” inimical to State/National Security that can jeopardize peace, breakdown of law and order capable of precipitating crisis in the Country.

Mr. Samuel Ogundipe is also being investigated and prosecuted under other offences which violate Official Secret Act, Cyber Crime Act, and the Penal Code Law for which he has volunteered statements and is standing trial.       

It is factual to state that Mr. Samuel Ogundipe was arrested on the 14th of August, 2018 and on completion of Preliminary Investigation, he was arraigned in a court of competent jurisdiction in the FCT in less than Twenty Four (24) Hours of his arrest. He was remanded to Police custody and the case was adjourned to Monday, 20th August, 2018.

The Nigeria Police Force as a law abiding organization will continue to ensure that the Rule of Law and its supremacy which are essentials of democracy prevails at all times.

However, individual(s) or group(s) who violates the law must be brought to justice, the Force will also ensure that all Nigerians irrespective of profession, practice or carrier are subject to the same Law, and therefore wishes to impress it on the Media to encourage prosecution of all offenders upon whom a prima facie case has been established. Every concerned group(s) or interested person(s) should be aware that the matter is in court and the due process of law is being followed.

The Nigeria Police Force and the media are veritable partners in ensuring peace, law and order in the country, but the Force will not compromise or allow an offender to go scot free or pervert the end of justice.

The Force is hereby assuring all law abiding Nigerians, respected media practitioners and other members of the public of a guaranteed freedom of expression and other rights as enshrined in the 1999 Constitution as amended, and will continue to hold in high esteem with utmost respect, the views of prominent and notable media unions, practitioners associations and other stakeholders. However, the Force is constrained by the Law to allow justice to take its course and rule of law to prevail in this case.

Consequently, members of the public are implored to disregard every sentiment being peddled to cast aspersions on the investigation and the ongoing prosecution of the offender in court.

RE: POLICE ASKED ME TO IMPLICATE SARAKI BEFORE I COULD BE RELEASED

·       The Allegation is Untrue, Mischievous and Misleading
·       A Cheap Blackmail and an Attempt to Cast Aspersion on Police Investigation



The attention of the Nigeria Police Force has been drawn to an online report of News break of 17th August 2018 credited to Samuel Ogundipe of Premium times captioned “Police Asked me to Implicate Saraki Before I could be Released “ the said Samuel Ogundipe is currently standing trial for the offences of theft and unlawful possession of restricted and classified documents inimical to State/National Security that can jeopardize peace, breakdown of law and order and capable of precipitating crisis in the country.


The Force wishes to reiterate that Mr. Samuel Ogundipe was arrested on the 14th of August, 2018 and on completion of Preliminary Investigation, he was arraigned in a court of competent jurisdiction in the FCT in less than Twenty Four (24) Hours of his arrest. He was remanded to Police custody and the case was adjourned to Monday, 20th August, 2018, but the matter came up in court today and he was granted bail.

During the course of his interrogation, at no time did any of  the investigators mentioned Senator Bukola Saraki, the Senate President Federal Republic of Nigeria or asked Samuel Ogundipe to implicate Saraki before he could be released. There are video and audio records of the whole interrogation, which include the confessions of Samuel Ogundipe and his criminal roles in the commission of the crime for which he is being prosecuted. These will be tendered in evidence in court at the appropriate time.

Consequently, the Force implores members of the general public to disregard and discountenance in entirety that the Police asked Samuel Ogundipe to implicate Saraki before he could be released. It is also untrue, and a blatant misrepresentation of facts that Samuel Ogundipe was subjected to any form of brutalities, psychological or real torture while he was in the custody of the Nigeria Police Force.

The Force would not be deterred from carrying out its statutory duties in ensuring that the rule of law and its supremacy prevails in all matters.

SECURITY ARRANGEMENT FOR ELD-EL –KABIR FESTIVITIES

The Inspector General of Police, IGP Ibrahim K. Idris NPM mni felicitates and rejoices with Muslim faithfuls throughout the country on the occasion of this year Eid-el-Kabir celebration.


To ensure a hitch free celebration, the Inspector General of Police has directed the implementation of robust and elaborate security arrangement throughout the country by the Assistant Inspectors General of Police and Commissioners of Police in zonal and State Commands Nationwide. They are to be on ground to beef up security, carryout massive deployment of Police personnel on Police visibility patrols, crowd controls, and adequate protection and safety at all Eid praying grounds and other venues of celebration in their areas of responsibilities.

The deployment of additional personnel and crime prevention and detection equipments will be carried out to cover identified and perceived criminal black spots, flash points, abandoned and uncompleted projects sites being used as hideouts by criminal elements to commit crime. The ongoing raids operations and removal of suspected criminals will continue throughout the Sallah period and beyond.

The deployment will also cover recreation centres, public places and critical infrastructure and public utilities. 

Federal Highway patrol Teams, the Safer Highway patrol Units, and Anti-Crime patrols have been deployed along Highways and major roads throughout the country for the protection and safety of travellers, commuters and other road users during the period and beyond. They are under strict instructions to be civil, polite, compassionate and firm in carryout their duties.

Intense surveillance/Intelligence gathering will be maintained, special deployment and stop and search duties will be emplaced at all flash/vulnerable points in every state of the Country.  

The Nigeria Police Force is hereby imploring members of the public, most especially travellers and other roads users to cooperate with Police personnel deployed on the Highways and other duty posts.


 The Inspector General of Police, once again wishes the Muslim faithfuls and other Nigerians happy Eid-el-Kabir celebration. He enjoins them to be security conscious, vigilant and report any untoward incident or happening observed in their locality to the nearest Police station.

RE: BLOCKADE OF THE NATIONAL ASSEMBLY, ABUJA


·      Police Personnel not involved in any way whatsoever in the blockade of the National Assembly, Abuja.




The Nigeria Police Force wishes to categorically state that its personnel were not involved in any way whatsoever in the blockade of the National Assembly in the early hours of today, 7th August, 2018.



The Force was not informed and has no pre-knowledge of the blockade.



The Nigeria Police Force hereby implores the Media and the general Public to disregard in entirety insinuations that Police personnel were involved in the blockade as untrue, misleading and a misinformation.



The Nigeria Police Force will continue to ensure that the rule of law prevails, sustain the unflinching respect, support and protection of all constituent authorities and democratic institutions in the Country, while maintaining law and order, protection of lives and property Nationwide.

POLICE NOT INVOLVED IN NASS INVASION – IGP IDRIS


The Inspector-General of Police (IGP), Alhaji Ibrahim Idris, has exonerated the Nigeria Police Force from the Tuesday’s blockage of the National Assembly (NASS) by security operatives.

Idris stated this after a closed door meeting with the acting President Yemi Osinbajo at the Presidential Villa, Abuja, on Tuesday.
He said the blockage of the NASS complex was a surprise to him, adding that the police would soon issue a statement on the incident.
“Obviously, like I said, I have not got a detailed brief on that. So, when I get the brief, in fact we are going to issue a (press) release,’’ he said.
Osinbajo had on Tuesday sacked the Director General, Department of State Service, Lawal Daura with immediate effect, over the invasion of the premises of the National Assembly.
Osinbajo condemned the unauthorized takeover of the National Assembly complex, describing it as “a gross violation of constitutional order, rule of law and all acceptable notions of law and order.’’
He maintained that the “unlawful act which was done without the knowledge of the Presidency is condemnable and completely unacceptable.’’
The acting President assured Nigerians that all persons within the law enforcement apparatus who participated in this travesty would be identified and subjected to appropriate disciplinary action.
The sacked DSS boss had earlier met behind closed door with the acting president with the IGP Idris and the Chief of Staff to the President, Malam Abba Kyari, in attendance.
